When businesses, organizations, or individuals in Vietnam need to use documents issued abroad—such as birth certificates, marriage certificates, diplomas, academic transcripts, criminal record checks, professional licenses, economic contracts, powers of attorney, or any other official document—simply translating them into Vietnamese isn’t enough for these documents to hold legal validity. For these foreign-issued papers to be recognized and legally used by Vietnamese authorities, consular legalization is a mandatory procedure that must be performed in strict accordance with the law.
Consular legalization of foreign documents is the process of certifying the legality of a document issued in another country so that it can be legitimately used in Vietnam. This process involves multiple administrative steps, including authentication by various competent authorities, to ensure that the document is accepted by Vietnamese functional agencies and does not violate current legal regulations. This is particularly essential for administrative procedures such as applying for work permits, marriage registration, school enrollment, visa applications, investment registration, or establishing foreign-invested enterprises in Vietnam.
However, not everyone fully understands or can easily carry out this process on their own. In practice, many applications are rejected due to non-compliance with proper legal procedures, such as lacking proper notarization, not being legally certified by the issuing country’s authority, or not being authenticated by the Vietnamese Embassy/Consulate. Furthermore, the absence of a notarized translation into Vietnamese or inaccurate translation content is also a common reason for rejection.
To help clients overcome these difficulties, AZVLAW provides comprehensive, end-to-end consular legalization services for foreign documents intended for use in Vietnam, ensuring speed, accuracy, and full compliance with legal regulations.
1. Conditions and Process for Consular Legalization of Foreign Documents
Before any foreign document can be officially used in Vietnam—whether for work, study, marriage, or business—it must go through the consular legalization process.
This ensures the document is authentic and legally recognized by Vietnamese authorities. However, not all documents are eligible, and the process includes multiple steps involving both foreign and Vietnamese agencies.

1.1 Conditions for a Document to Be Consular Legalized in Vietnam
For a document issued by a foreign authority to be eligible for consular legalization and use in Vietnam, it must meet the following conditions:
- Legally Issued: The document must have been legitimately issued by a competent authority in its home country, e.g., Ministry of Foreign Affairs, Court, educational institution, hospital, public administration agency, or other legal organizations recognized by the state of origin.
- Not Prohibited: The document must not be on a list of items prohibited from use in Vietnam, nor be on the list of documents rejected for legalization according to regulations of the Vietnamese Ministry of Foreign Affairs.
- Prior Authentication (if applicable): The document must either be legalized in the issuing country itself OR at a Vietnamese diplomatic representative agency (Embassy or Consulate) in that country. If this step has not yet been performed, the client will need to send the dossier back to the issuing country or authorize a representative to carry out this initial legalization.
- Translation & Certification: After completing consular legalization, the document must be translated into Vietnamese and have the translation certified by a Justice Department or a competent notary office to be used in administrative procedures in Vietnam.
1.2 Process for Consular Legalization of Foreign Documents
While the specific process may vary slightly depending on the country of origin, AZVLAW follows a standard 4-step procedure:
- Step 1: Notarization in the Home Country (if required): Documents issued by private organizations or individuals (e.g., employment confirmation letters, work experience certificates) often need to be notarized by a local law firm or notary public office in the country of origin.
- Note: If the document is issued by a state agency (e.g., diplomas, birth certificates, marriage certificates), this notarization step may be waived.
- Step 2: Consular Certification by the Competent Authority in the Issuing Country: The document needs to be certified by the diplomatic authority in the issuing country, typically the Ministry of Foreign Affairs or a Court.
- Step 3: Consular Legalization by Vietnamese Authorities: After receiving consular certification from the issuing country, the document must then be taken to the Vietnamese Embassy or Consulate in that country for consular legalization.
- Important: If the client cannot perform this step abroad, AZVLAW can assist with legalization in Vietnam, provided the document has already been consular certified in its country of origin.
- Step 4: Notarized Translation: Once the document has received the consular legalization stamp, AZVLAW will proceed with translating it into Vietnamese and notarizing the translation at a competent authority. Only at this point will the document be fully eligible for submission to Vietnamese state agencies.
2. Consular Legalization Procedures for Documents from Specific Countries
Consular legalization procedures can vary depending on the country where the document was issued. While the core steps remain consistent, some countries have specific agreements or additional requirements when it comes to recognizing foreign documents in Vietnam. Understanding the procedures based on the country of origin is essential to avoid delays or rejections
